Solsken Limited provides specialist, person-centred care services informed by evidence-based practice. Our team of registered nurses, trainers and clinical case managers work collaboratively with individuals, families and commissioners to deliver safe, flexible and responsive care.

We recognise that every individual is unique. Our services are designed to adapt to personal needs and circumstances while maintaining strong clinical governance, compliance and assurance.


Our Service Pathways

We provide three core service pathways to support individuals and commissioners using Personal Health Budgets (PHBs) and complex care arrangements.


1. Notional PHB Service

Comprehensive Packages of Care

Our Notional PHB Service delivers fully managed, comprehensive packages of care for individuals with complex and ongoing support needs.

Working in partnership with Integrated Care Boards, Local Authorities, case managers and families, we design and deliver care arrangements that are clinically safe, person-centred and responsive.

This service may include:

  • Registered nurse led clinical oversight
  • Comprehensive assessment of needs
  • Person-centred care planning and implementation
  • Recruitment, training and management of care staff
  • Mandatory and specialist clinical training
  • Risk assessments and safety management
  • Medication oversight and MAR chart management
  • 24-hour clinical on-call support
  • Ongoing review, audit and quality assurance

Our notional PHB model provides continuity, accountability and assurance for commissioners while supporting personalised outcomes for individuals.


2. Third Party Personal Health Budgets

Appointed Third Party Organisation Services

Solsken Limited acts as the appointed Third Party Organisation for Personal Health Budgets, providing full management, governance and assurance on behalf of commissioners.

This service removes administrative burden from families while ensuring funding is managed transparently, safely and in line with Care Quality Commission regulations.

Our Third Party PHB Services include:

  • A dedicated bank account for commissioners to pay PHB funding into
  • Full financial and care record keeping to support CHC audit and assurance
  • Management of payroll, payslips, holiday pay and pensions
  • Full support with recruitment, including advert writing and placement
  • Screening, shortlisting and interview coordination
  • Recruitment onboarding, reference checks and DBS processing
  • Completion of staff rotas and holiday planning
  • Ongoing staff management, including supervisions and disciplinary processes
  • Staff inductions
  • Person-centred, client-specific training
  • Mandatory staff training aligned with care needs
  • Conducting and leading team meetings
  • Staff supervisions and appraisals

This service provides commissioners with confidence that PHB funding is managed appropriately and that care delivery is safe, compliant and well governed.


3. Personal Health Budgets

Training, Payroll and Compliance Services

Our PHB Training, Payroll and Compliance Service supports individuals and families who directly employ Personal Assistants under a Personal Health Budget.

This service is designed to ensure Personal Assistants have the knowledge, confidence and practical skills required to deliver safe, high-quality, person-centred care, while supporting PHB employers to meet legal and regulatory responsibilities.

PHB Personal Assistant Training

Our PHB Personal Assistant Training Programme supports both newly recruited and experienced Personal Assistants and focuses on:

  • Safe, consistent and person-centred care delivery
  • Compliance with legal and regulatory requirements
  • Developing competence in clinical and non-clinical care
  • Reducing risk through robust assessment and care planning
  • Maintaining high standards through ongoing clinical oversight

Training can be delivered online, face-to-face or through a blended approach, depending on individual and commissioning needs.

Mandatory and Clinical Training

We deliver mandatory training aligned with NHS standards alongside specialist clinical and condition-specific training for individuals with complex needs. Training can be tailored to individual care plans and supported by workplace-based competency assessment and sign-off.

Payroll Support

We provide payroll support to ensure Personal Assistants are paid accurately and on time, supporting compliance with employment responsibilities and reducing administrative burden.

Compliance, Audit and Assurance

We offer individualised audits and governance support to maintain safety and compliance within PHB arrangements, including medication audits, competency assessments, clinical documentation review and incident management processes.

Clear documentation and reporting can be provided to support assurance, audit and review requirements.
